Layer Between Objects/Token & GM Overlay

The Objects & Tokens layer can be seen by players and affects the other objects on that layer. The GM Overlay layer cannot be seen by players and does not affect the things on the other layers. Would love an "Overhead Layer" in between, which CAN be seen by players but DOES NOT affect objects on the other layers. For example, would love to have smoke overhead in a firey area where the players can see their token and other objects below the smoke, but are still able to move their tokens. Right now, if you put the smoke in the token layer and move it to the front, you can no longer move the tokens that are "behind" it. If you move the smoke to the back so the tokens can be moved, it looks weird to have the players walking on top of the smoke. This could be used for smoke, fog, magical effects, filters, and more.
Sounds like you are talking about a "Weather" layer. This has already been requested.
