This is just an overview of the laws of Elves.   THE WAY Elves are one of the founding races of Everland.   Being such, their traditions have been handed down for millennia.    The social structure is a very rigid and intricate a few of the various levels are listed below in order of status    •  The Crown or The Throne.  This is whoever is the current Monarch of the Empire.  Though several powers of the Monarchy has been downgraded it still holds much of ancient powers.   The position can be held by either a Emperor or Empress, and historically has been held more often by an Empress.  The title is passed down to the first born child of the current Monarch.   When referring to the station, it is often referred to simply as 'the Crown dictates' or the 'The Throne' commands.  The name of the name of the Monarch is not usually used in casual conversation out of reverence for the position.    •  The Speaker, The Voice, The One -  This is the elected person that is tasked with casting deciding votes for the council and setting the agenda of the council. This is also the person that directly consults with The Crown on serious matters. •   The High Mage and the Lord General -   This is the position given to two senior members of the council.  They are tasked with the respectfully the monitoring of magic and the collaboration of the various military forces     •  The High Council - Twelve Noble houses are voted in by their fellow house to hold the position of Council Member.     •  Heads of Noble House.     This is the head of other Noble house are not part of the council. •   Legatus legionis also known as the legion commanders(each Noble house is responsible for the upkeep, recruiting, and training of one legion) and the various Provinces' Captain of the Guard(The Captain of a Noble House's guard acts as the head of security and law enforcement of the province). •  Head of Minor Houses and members of greater Noble Houses(the meaning of being a member means to be a member of the Noble House's household) •   Officers of the Military and Guard. •  Members of Lesser Noble Houses(Again, this means a person that is an actual member of the Noble House's household) •  Members of the military and guard •  Commoners - this includes farmers, miners, and craftsmen.  •  Lesser Merchants(Usually greater merchants are those that are members of a Noble house.   Those merchants conduct trade not only between provinces and other kingdoms.   Most greater merchants are recognized as at least a lesser noble)   Common Laws When accused of a crime, justice is swift.  All those accused are held in cells until their case is heard, which always occurs within 24 hours of the initial arrest.  The cases are heard by a tribunal consisting of three duly appointed judges(province judges are elected for a predetermined time period by the Noble house over the province)   The Captain of the Guard is allowed sit in on the hearing and by tradition can cast a vote, if said vote causes a tie, the case is then taken to the head of the Noble house in which the crime took place and the head of the Noble house will sit in conference with the Captain of the guard, arresting officer, and the prosecution and defense.   The noble will then review any pertinent documents dealing with the case.  If the noble feels the need, they will request a statement from the accused, at which point the noble will make a final decision.     •  The arresting officer is always present to present testimony. •  A duly appointed representative to act as defense for the accused.  This will usually be the head of a lesser house. •  A duly appointed representative act as the prosecution.   This will usually be the head of a lesser house.   Many of the crimes here listed have degrees.  A first degree offense is a crime against a non-citizen of Thechlon.  A second degree offense is a crime against either a citizen of Thechlon or Fey.  A third degree offense is a crime against any citizen of Thechlon with a Patent of Nobility.  Thechlon considers itself to have jurisdiction within the environs of the Empire, and any settlement within a two weeks ride.  It rarely, if ever, forces the jurisdiction for any crimes that take place outside the Empire proper;
