Title says it all. Do I have to create a regular server copy of the campaign to create a listing for a dev server campaign?

The dev server does not do listings for it is not on the public network. Most people create a campaign on the public server with the statement that the actual game is held on the dev server then the actual join link is placed in the public campaign forum so that only those that get accepted can join the dev server game.
