people talking over each other in discord

I am having a real problem with players talking over each other in discord during my game. I was wondering how everyone else handles this. I have thought about when they are trying to decide something have them roll initiative and they can say what they think of the situation according to that order, or me just stepping in and calling out each character and letting them have their say and continuing to go through the order until a solution is reached. Curious as to what everyone thinks, any other ways that are being done to help solve this issue

in Roll20, if you raise your Subscription to use API Scripts, there is one called Raise Your Hand.  The players can raise a marker in Roll20 asking for their turn to talk. You'd have to make the rule, only talk when called on. Discord has settings for it, if you want to go that route, look into Discord Priority Speaker mode (letting YOU talk over them). Or, the discord server admin can MUTE others, you could forcibly Mute everyone except each person whose turn to speak. Otherwise, it could be addressed socially, as a social issue with the group, and someone needs to take charge and tell everyone to cut-it-out and respect other speakers, and take turns.
I think this kind of problem happens for a lot of groups and different strategies for different can work well if everyone is on board. I think it is mostly a social issue that if properly discussed can find a reasonable solution. I think the real issue is that if a group only uses voice and not video its harder to gauge because you do not have the non visual clue you would have in an in person game. One solution I have heard of is to have a talking baton passed around the table (VTT) thats given to the person talking and has the floor until the pass it or certain amount of time ends.
