Since the massive slaughter of the Goblinblood War, the land has been claimed by Cheliax, however the nation's draconian rule and disregard for the safety of a ruined, disheartened people.

Due to simply not wanting to be bothered by cleaning up the mess of a territory, plagued with orphans , disease and undead that call it home, Cheliax enacted a new law. Henceforth, all criminals shall be forced to do "community service" of cleaning of these streets under the eye of a dutiful watchman, risking their lives with the promise of freedom and even potential Chelish citizenship if they dutifully murder whatever's in their wakes. If one is lucky enough to be the watchman of such exemplary new citizens, then they will be granted the title of Lord with a generous piece of land.
