Prosthetic technology has recently advanced to the point where military-grade augmentations are available to those who have the resources to install them. Cyborgs are significantly more capable than standard infantry, capable of using thermoptic camouflage and subdermal armor to their greatest tactical advantage. However, only partial cyberbrains have been developed, and artificial intelligences have hardly progressed beyond BINA 48.
The PC's are an extralegal mercenary group hired by police for investigations and counterterrorist operations. They'll be granted a great amount of freedom in choosing how to handle investigations, ultimately confronting criminals in dramatic firefights featuring clever use of cybernetics. The investigations themselves should bring up questions about the nature of consciousness and the resulting ethical quandaries.
The setting is heavily inspired by Ghost in the Shell and Neotokyo. The tone is generally serious, but not quite grimdark. There's room for characters with a sense of humor by all means, but there's a general sense of unease throughout the game. The PC's are likely questioning some of their very basic assumptions about the world and not getting clear answers.
There's no need to be familiar with GURPS, but it's a plus. This article sums up my roleplaying philosophy and what's generally expected in play.
