This is the account of the shattered legion following their defeat in the second battle at Hoover Dam, where Mr. House emerged victoriously and established the economic free zone.
The NCR was also driven out of Vegas and is only permitted to enter Mr. house's economic free zone for commercial activities and is forbidden them from Garrison troops anywhere besides Mojave outpost
