Is there something else I can use besides Fog of War

I was messing around with fog of war and it's not exactly the functionality I'm looking for. Fog of war seems to obscure both tokens and the background and while that's useful for places that the PCs cant see yet, I'm trying to figure out a way to have the Players able to view the map but not be able to see tokens. If there was like 2 different types of fog of war one for hiding the map and one for hiding tokens that would be what I'm looking for.  Idk if there's already something like this I'm a new DM sorry.

It sounds like you are talking about Dynamic Lighting, a Plus/Pro feature. Roll20 is currently refining its new DL system, but basically, it does just that. The basic dynamic lighting hides things that are in darkness or blocked by walls, while Explorer mode lets the players see a grayed out version of the map areas they have already explored, but does not let them see tokens that are blocked or in darkness.

Without a subscription, you should just place any tokens you don't want the players to see on the GM layer.  Then move them to the Token/Object layer when you want the players to see them.

You can also place a margin of 1-2 squares around the edges of the map and hide them with fog of war. You can keep unseen tokens there until they are ready.
