So, there are arguments for it staying as it is as well. I'm not arguing with tying it to tokens, just saying that it should carry over from one map to another. If the DM can see the turn order after a map changes, then it's clearly possible to make it visible to the players as well. Sure, it's possible. They could make initiative for tokens on the GM layer visible to players as well. But they don't. Players only seeing the tokens on their current map means GMs can set up combat on a map in advance without spoiling things accidentally by opening the tracker. We can split the party and not have all the players know what the rogue just ran into into in the other room until they get there. It doesn't come up real often, but it's a cool option. I agree, it can be a bit confusing though. Seems like a good candidate for the suggestion forum.
