Can't I make sure that it's created in the handout folder as it was?

When I pressed Add Handout on the Add button, it was created directly in the Handout folder, but after pulling one handout to the top, the handout is created at the top. Can't I make sure that it's created in the handout folder as it was? I'm sorry if I found the wrong category.

That add button creates things at the top, in my experience.  If I want to create something in a folder, I right click the folder and select add character or handout from the right click menu to create something inside the folder.
