Popout chat window not allowing me to enter in chat or rolls.

About a week ago I discovered that when I pop out my chat window by double clicking on it the entry screen no longer appears.  I asked one of my players to check and they see the same behavior. Not popped out Popped out looks like this. Not sure what is going on.  Please advise!

Yeah this has been broken for weeks. I guess it's nice to know someone is looking in to it, but I wonder how it got broken in such a way. Really hamstrings my ability to efficiently move between chat and sheets and tokens.
