Character creation?

Is there seriously no way to creat a character without starting up a game and creating one in game? If so why is that not a thing yet? Why can’t roll20 members make a character in the Home Screen at ease and then upload the character when they go in game?

Probably because there's close to a thousand character sheets, all of them different, and you need to have the right character sheet selected before you design a character. Loading a campaign is an easy way to ensure you have the right character sheet selected.

There is also code that runs in the app that the sheet can interact with that is not present outside of a game. It's a short step to create a game. You can keep characters you create in the Character Vault, or (since you are a Pro) use the Transmogrifier if you are the game creator.
Ok yeah, I understand the thousands of character sheets but could you just make a character then select the 5e dnd character sheet then name it? but I understand it now, was mostly making sure I wasn’t insane looking for a way to make a character without going in-game. thank you for the help!
