Restrict player from creating multiple character tokens

Hello, newbie roll20 dm here. I am trying some things and learning the dm mode and noticed something. When you add a character to a player's journal and they can drag that onto the map to get a token. With dynamic lighting, if vision is enabled on the token assigned, they can essentially circumvent movement restriction by just dragging onto a dark part of the map. Is it best practice to not add characters to journals? Is there a way to not allow dragging of the character onto the map or restricting duplicates? Any tips?

You tell them if they continue the practice you'll kick them from the game like any immature player... Seriously, though, it is a social issue and should be handled such. But you can have the default token assigned to the sheet have vision turned OFF which would require you to manually edit the token to give it vision each time it is dragged to the map.
