Drawing Tool Dialog Missing

When using the drawing tools, the dialog that allows you to change the drawing properties (line width, fill, line color etc) does not appear for me. Using Chrome, no extensions. Anyone else seeing this? EDIT: Dark mode -> not visible. Light mode -> dialog is visible but does not respond to user input.

While i can see  mine, i'm unable to select it or otherwise make use of it like you've experienced. Strangely enough, it almost looks as if the map itself overlaps the dialog. Shifting layers has done nothing.
