This is, frankly, S**t. Clunky and difficult to even scroll down. The old system had a simple slider to navigate down. Now its hit and miss whether you actually close the menu down. Useless.
When you open the tab top right of screen you open a shot of all your saved battlemaps. Clicking on a map opens it. If there are a lot of maps you might need to scroll down to find one. The scroll bar no longer exists, and it isn't responsive to up/ down arrows. Hence maps saved lower down are inaccessible.
That's called the Page Toolbar. Mine seems to have a scrollbar, and it responds to the mouse wheel, as well as letting me click and drag the slider, and use the arrow keys to move up and down. I'm on MacOS using Chrome. What browser and OS are you on, and do you have any extensions installed? Possibly try using it from an Incognito/Private window and see if it works correctly?

Ah, I can see where that's a problem now. It's still there, but it's the same color as the background, and very low contrast to the Page Toolbar: I'll see about raising this to the devs as a concern. I'd suggest making a report on the help desk just to boost the signal. Be sure to mention Dark Mode, the Page Toolbar, and difficulty seeing the scrollbar.
Yeah, i can confirm it looks better in Firefox. This probably falls back on native styling of the control in the browser. The devs have created a ticket for this.
