You can start with a 3rd if you take custom lineage or variant human. Races: All races are allowed, but "Core races" are encouraged for most practical points and purposes Classes: All core classes, Blood Hunter, Gunslinger, Mystic and so forth are allowed. Spells: All first party spells from all WotC supplements and also Unearthed Arcana are allowed Allowed Material: Feats (third party) with DM approval, Unearthed Arcana, custom magic items and of course all first party material.
