So my friend is DMing a game and has added me as a DM as well. I have in the past purchased map and token packs from the Marketplace. How do I add this content to our current running game? I can see under the art library under marketplace purchases that i have the tokens. but i cannot find a way to add the maps

The only way is to create a game with the module and use the Transmogrifier -  which requires a Pro account - to transfer maps, characters and handouts between games. You could subscribe to Pro for one month, use the Transmogrifier, then drop back down to a free account afterwards.

Well they are not Modules they are just like maps. i understand why the castle ravenloft maps wont appear because it looks like they are 5e specific stuff while the game im in is 3.5 but i have previously used my other maps in 3.5 games

Woodland Maps and tiles, Woodland features, and woodland map bundle all by Loremasters. dragon pack by mink. Then about 5 different Dynamic Dynamite map packs by Gabriel Pickard. These are not modules they are just maps and tokens, The woodland features and the dragon pack are the two that i can find under marketplace assests in game, those two are just tokens though. the rest that are maps do not appear.
Only the Game Creator can add Addons to a game. If you are a promoted GM, you can add anything that is in your Art Library, but you cannot add Map or Token Pack Addons to a game.

The issue with that is that you can only transmogrify between games you are the creator of, not ones you are GM of. Art you own or have uploaded can be pulled from your art library into any game, but not modules, addons or existing game elements belonging to another account.
A game can have only a single Module , which must be selected by the Game Creator when the game is created.  A game can have multiple Addons , which must be selected by the Game Creator from any that they own. They cannot add Addons from a promoted co-GM's account. They have to be added one at at time, but it's not an onerous process. From the Game Details page, scroll down a little below the Game title to the Game Addons section, and make sure that it isn't minimized. Then click on the 'Select a Game Addon' dropdown to choose from any Addons that you own from the Roll20 Marketplace. Art Packs  are accessed inside the game by going to your Art Library tab. Usually the hardest part about adding these to a game is finding them, because their organization is totally dependent on how they were named.

Could you create a game with the map you want, then take a screen shot of the map you want.  Save it to your computer and then add it to either your image library and bring it over via transmogrify or add it directly to there's as GM?
