Please offer it to everyone!  Thank you   This was discussed at the GenCon Panel. The reason it isn't free is because it is actually quite expensive for Roll20 to provide. It requires additional servers to run the API and creates additional load on the database servers and game servers. Most of a mentor's subscription payment goes to covering that cost.
