No. The API has no control over user interface elements such as windows, beyond the turn order window. (And even then, the API can only open/close it, not move or resize it.)

not awesome :s I am using the Edge of the Empire Die roller for the character sheet but it is clunky to open and close. And not really enough screen realestate to leave open

Doubleclick the topmost area of the sheet to minimize, doubleclick again to reopen. (It may be shift-doubleclick, not sure)
