DM transitioning

Is there a way for a Dm to completely transfer control of a game over to some one else and then be set to just a player so they can't edit or see anything the new DM does?

There is no option to completely relinquish control, however if you look at the setting tab (cog wheel) there is an option to login as a player. Maybe one of the others will come along, but I think there was a way to also create a bookmarklet that would allow you to join that campaign as a player. This of course would not prevent someone from logging in as a GM if they really wanted to...
