Co-GM and Marketplace Assets

So I've read through what a promoted GM can and can't do, but I didn't see anything about Marketplace assets that were purchased. My question is, if I have a Plus account and I promote a player to GM that doesn't have a Plus account, will he/she have access to everything I purchased in the Marketplace and the the other way around? If they do not have access, can they at least move an manipulate the purchased assets I place in the map?

As the GM, they can manipulate the assets you add and they can copy + paste them once they're added to the game board. They will not have access to these outside of your game.
