Marketplace Download Didn't Have All Items

I just downloaded a tile set from the marketplace so that I could begin building my map, however I noticed I was missing about 1/4 of the items purchased. I haven't checked yet if this has happened to me with previous sets. Has anyone else noticed this, or am I missing something here?
