Other Compendiiums (again)

If a game system is covered by the OGL, and if the copyright owners of that game system have explicitly said 'yes' to allow their content to be hosted in a compendium, and if the sheet author for that game system is willing to support whatever changes are necessary to add compendium support...   are there any technical hurdles to community members adding to that compendium to be used in the future? I'm assuming a 'compendium' here is essentially a back-end database that is linked to a sheet for drag-and-drop functionality and that some degree of support is required by the devs...  at least to get it started.
