I've been looking for something to use for modern games for quite awhile, but most of the sets I've found are either just roads with few or no buildings or science fiction/far future.

I have gotten extensive use out of offerings from Steward Werley, Simon Powell, and Brass Badger. Badger has a complete listing of map building offerings which let you build both the city as well as interiors; for both modern and apocalypse style games. I've used them for both.

You should check the Art Library wiki page for the No Set tokens. There are lots of modern tokens and map tiles in there. They're free, too!
