When you create a Game on Roll20, it is open to Creator, GM's, and Players, 24 / 7. If you promote some Co-GM's, a Co-GM can create Pages (maps). It is possible to "Split the party" (different players viewing different Pages). But if there are to be multiple one-shot games running at the same time , it would work best to create multiple Games (tabletops). Each game has only one text chat room, and only one set of Voice/Video displays, so everyone would be talking at the same time if multiple groups were playing in the same Game at the same time.
