Subscription Issues

Who shoudl I reach out to with issues regarding subscription? I tried to order and it did not appear to go through. I saw no charges at the bank so I just tried again and it does not appear to have gone through again. I did PM a Dev, but I'm not sure that is the correct route to take. Can someone advise? Thanks.
