Can you use Roll20 as a stand alone for table top?

Basically what I'm asking is it possible to create a game (or buy a module) and then as GM host a game in your home with your friends, with them instructing the GM on where their tokens go? I'm thinking of putting and old LCD TV flat on a table and using Roll20 with the fog of war and possibly dynamic lighting without everyone having to bring tablets/laptops to our sessions. I've tried to set it up (even bought the lost mines of Phandelver module) but not able get control of the tokens. If anyone could help, I'd very much appricate the assistance.
