When a character sheet is "poped out" of the main Roll20 window, items from repeatable fieldset can't be reordered apparently.  Tested with Chrome (55) and Firefox (47) 64 bits on Windows.

The Dev Team is aware of the inability to reorder anything when using Window Popouts.
