Addons can be a collection of thematically related In-Game Objects, for example: A set of Battle Maps with Dynamic Lighting and GM Layer notes (Pages) A collection of NPCs (Characters) A set of Ancient Lore (Handouts) An obscure Dice Game (Rollable Tables) A friendly Tavern Card Game (Cards)  In cases where the theme of the product makes it appropriate, Addons can feature multiple types of In-Game Objects: A Board Game with Special Dice and Cards and Instructions (Pages, Rollable Tables, Cards, Handouts) A Series of Boss Battles with Signature Villains (Pages, Characters) A Pantheon of Deities and their Doctrine (Characters, Handouts) Only In-Game Objects can be included in Addons at this time.  API Scripts would not be able to be packaged along with them.

So they are essentially like mini-micro modules with content but no pre-defined behavior. Got it.
