I thought we used to be able to change the bar colors for token? Is there something I am missing here?

You can. I don't know if only the GM has that capability, but, in the Settings tab, those can be changed.

I am the GM. I am in the settings tab. Where is the option for that? I am clicking on the colored circle and there is nothing happening.

No no, your Settings Tab. Top Right of the Page, looks like a gear. Scroll down, and you'll have three colored boxes.
