Avatar Indicators when someone is voice chatting?

I have difficulties understanding when people are talking, but I know voice games are popular. The ability to have a graphical indication that someone's mic is hot would help me figure out who's chatting at any one given time, like is popular on Discord/Mumble/etc.
There is a little blue bar at the bottom on a players avatar that moves when they are speaking.
Interesting. I'm watching a Roll20 voice game stream and nothing is lighting up. Wonder why.
Are you sure that they are using roll20's voice chat and not another voice chat like discord or skype?
