Full game log missing whispers

In the chat panel, I'm able to see all whispers sent to either me or my character, but when I scroll to the top and click "View all chat entries for this game," the log that shows up only shows me those whispers addressed to me, the player (Spicy Wolf), and not the ones addressed to my character. I tried toggling the "Show/Hide Whispers" button, but that would only hide and show the same player-addressed whispers. This issue affects at least Firefox Quantum (just updated to latest last night) on Windows 7 SP 1 and Brave 1.0.37 for Android 7.0. Brave is based on Chromium 62.0.3202.84, if that's any further help. Did I miss an option in the settings, or is this a genuine bug?

Steps to reproduce: Create a new game Have a player join the game Create a character sheet for the player Name the character Make sure the "View all chat entries for this game" option is visible when you scroll to the top of the chat pane. Type "/w (player's username) Sample whisper to player." Type "/w (character's name) Sample whisper to character." Both whispers should be visible to the player within the Roll20 app. Have the player click "View all chat entries for this game." The player will only see one whisper, with the text "Sample whisper to player." Expected behavior: at step 10, player should also be able to see the "Sample whisper to character." whisper text.
Looking at the wiki on  Whispers At this time, only GM whispers are retained in the Chat Archive, and they are only shown to the GM.
The quoted passage appears to be out of date, as it is in direct conflict with my observations. I observed the behavior I described as a player, and my chat archive is missing most whispers from the GM (those sent to my character), and only has some of the whispers from other players. All whispers I sent to others appear as normal for me. I had another player in the same game try sending me two whispers, one to my username, and the other to my character's name. Both showed up on my chat panel, but only the username whisper appeared in my archive.
Then it most likely is because the chat archive doesn't have a way to know that you (the roll20 user) have access to that character. In the game, it can look up the controlledby attribute for the character and determine that you should be able to view the message. The chat archive does not have this luxery.
Seems like a design flaw to me.
