Tokens grayed out and not on any layer

I am using the module Tyranny of the Dragon Queen and on the Greenest and other maps there are a variety of tokens. Only on some maps are some of the tokens interactable, but mostly none of them work. They are grayed out and non-interactive. I'm not sure why, I thought it was maybe a rubric for making your own copy of Greenest and populate it with generally that many tokens, but then some maps had interactive tokens and it seemed a lot more like a bug than a feature. I hope this made sense, any help is appreciated.

No problem.  You should have seen me limping and stumbling around in y early days ;)  (Heck, I still do it sometimes!)
