If I were to buy the Critical Hit deck for players, would I be able to use it any game I play in? Or is it only games I create?

Game Addons are enabled from the Game Addons section of the Game Settings Page which is only available to the game's  creator .  You could create a game and install the crit deck add-on and then let someone else run the game as a co-gm. You can re-join as a player.
