Problem creating your subscription

I have $10 in credit on my account and I am trying to use it to upgrade to Pro. But every time I attempt to do so I receive an error. It tells me to contact support, which I did but I have yet to receive a reply.  Whoever the reason I am posting here is because this isn't the first time I've had this problem occur. It's been a consistent issue going on 3 years now, requiring some sort of team intervention.
