My friend was not able to move text boxes that were in the objects and tokens layer. Is there some option I need to turn on (as the GM) to allow them to move those?

By default players can move only tokens  that the GM has given them control over. No player can touch the text or shapes drawn by other players; only the GM has such unlimited control.

Text boxes aren’t tokens. There isn’t a way to manipulate the permissions on a text object without the API (Pro Subscriber Perk)
