There is a fallout system that was fully developed (in fact there was two, the last one was also just called fallout 2 much like the computer game). At it core the system works well and if you ever played the original fallouts and read the rules. Everything feels so natural because everything works like in the game (with some minor differences where damage is concerned). That said, no system is perfect and this one has it's short comings too. Starting with the way damage works, when you shot a gun, specifically when you are using the burst option, all attacks that hit have their damage rolled and added together and only after that does damage reduction applies. Why is this bad? Because anything that can burst fire easily overpowers power armor. The most deadly weapon in game is the P90 which with a high level character can make power armor 100% useless thanks to firing 12 shot bursts and with the right choice of perks traits and perks you can burst fire at 2 AP (in a character that has 10). Damage should have been reduced on a per bullet basis rather than per attack basis but then damage reduction probably would also have needed to be slightly adjusted down. Moving on the second problem lies with some of the values of things. More specifically the cost of ammo which is ridiculously high... Want a weapon? No problem, want ammo? Well it's gonna cost you farm more than the weapon to fire it in less than nothing. Some of the ammo is also not sensible in what they do since there is just ammo types that is just not worth having at all. The last problem is with armor and weapon actually suffering from becoming damaged and worthless overtime (well there is a repairing mechanic but it's all to easy for things to break in a fight, mostly armor though). This is actually easy to solve by not using it at all! Just assume after a battle or at least before you go to sleep you spend a few minutes performing maintnance to keep it in working condition. Now for the last part. Wanting to play fallout. I've managed to get in a couple games before and they didn't last past 2 or 3 sessions. This is a problem that infests some games. At least for fallout 2 and for star wars saga. You rarely find a game when you do it doesn't lasts because the people who decided to GM are people who really just wanted to play and not really GM so they give up quickly. If you are ever curious about the system, all you need to do is google "fallout pnp 2.0" and it's probably gonna be the first link to a pdf file in a russian domain (don't worry, the pdf is in english!). You also need not to worry about copyrights or anything. This is nothing that was ever licenced, it was someone's passion project (I didn't find his name on the PDF file so I don't know who he is) and whatever he uses for assets like images and names he asked permission from interplay which they gave (I imagine because it was not a commercial title so no one was profiting from it). He did left his email there so if you wanna give him some love you can.
