Hi KLO. The recent updates on some base Roll20 components broke some sheets' layout, and it seems the 13th Age one is among them. Be sure it'll be fixed ASAP.
I noticed that the last time I ran my 13th Age game, just after the update. The character sheet still works fine, just the layout is wrong now. We decided to relax until it was updated.
I think (not 100% certain) that sheet layout updates have to be done manually, they won't be fixed by further patches automatically. So if you are using a sheet with layout issues, it's a good idea to raise the issue somewhere the sheet author or others able to fix it will see it.
