I wanted to make this post to help others who were having my issue with using Wacom Tablets or Microsoft touchscreens on the platform. I and some other users were experiencing a bug where clicks would come in fine, but drawing with the pen or finger wouldn't work. It turns out the issue is with the setting/feature "Windows Ink," which is intercepting the mouse drag input and turning it into operating-system-specific input. If you are able to disable this (I was able to do so on the Intuos 3 driver UI) it should work fine!
