I've looked at it a couple of times and I can see no way to select a folder to drop characters who have been imported in from the vault. They just populate at the bottom of the lists. Is there a way to move them into another folder after they have been imported in?

Yep, simply grab them by the 3 lines and drag them into the folder you want them in, they'll indent once they will move into the folder. You can also nest folders this same way.
