How optimized do you want characters to be? (I'm asking here because I don't know if I'm interested without that information.)
What do you mean by optimized?
Min/Maxed is what optimization is. It is taking all the right choices to max out potential while ignoring some of the fluffier content
^ What Scott said. Optimizing is designing characters to be very good at certain mechanical things. Little-to-no fluff.
I'm still not following what you mean
Some games are intense dungeon crawls, where characters have to be carefully designed to have a chance to survive. Other games are less lethal. Characters have good chances to survive even if the players take traits and skills that provide no advantage to combat or major skill challenges. It's a way of asking, "How hard is this game trying to kill the players? How carefully do the players need to manage their resources?"
