Some characters drag and drop from journal, but not all, and seems to change randomly

Attempting to fill a map with baddies, I find that some of my NPCs in my journal wont appear on the map when I attempt to drag and drop. PCs and other NPCs still work, but not all. Also, if I go through the list of NPCs I have in this folder, some will work repeatedly, while the others wont work, repeatedly. Some of the NPCs that have worked previously have since stopped working. Also, some that did not work are now working. But out of 17 NPCs in one journal folder, I cannot drag and drop 6, and those 6 have changed over the hour and a half I have been troubleshooting this.  Furthermore, refreshes of the page aren't fixing it. Please help.

Step 2: Ensure that there are no extensions/addons interfering with Roll20 Please disable  all  add-ons/extensions. Step 3: Clear your cache If none of the above succeeds, please thoroughly work through all of  Step 4 .  (Don't forget to include the name of the campaign, affected journal entries, and the complete Console Log!)
