Can't use scroll wheel

what the title says, when I zoom in on a map it won't let me use the scroll bar to move around

Your title says "scroll wheel", your post says "scroll bar". If it is the bar make sure you are using a supported browser (Chrome or Firefox). If it is the wheel, try using a different mouse. Some people have reported different behavior with different mice. If neither of these solves your problem, I'm sure a mod will be along shortly with the list of troubleshooting steps

If you can provide a screenshot of the issue and point out which bar isn't working, that would also help. Step 2: Ensure that there are no extensions/addons interfering with Roll20 Please disable  all  add-ons/extensions.
