I created a journal entry assigned a token and under arbitrates and abilities I added an ability and check show as token action but when I drag out the token I don't see the token action... am i missing something?

It won't show until the token is selected.  Do you have it selected?  And if you do, make sure you are looking in the correct place.  The macro quick bar is below the list of players names (if you have it enabled), but the token actions don't display there, and will show up at the top of the screen starting on the left.

Make sure that the token you dragged out is still associated with the character. Setting a default token must be the last thing done.
