A question about "all access vault enabled" being included with the PHB and MM.

So looking at the players handbook or monster manual or any of the D&D 5e modules in the market place, at the bottom of the page is a line of text that says "all access vault enabled" at the bottom, with a "read more" hyperlink that takes you to the help page for the character vault. On that page it says that select modules allow "all access vault" privilege to any campaign created using that module, and that if a module has this capability it will be indicated in the details page. That same page also says that to enable this feature the campaign must be started using this module. Since both the PHB and MM both have this text, it would seem that they would allow this functionality, but they are not modules, and I see no way in which you could start a campaign using them in this way. So my main question is why does it say this at the bottom of the PHB and MM when they do not, in fact, allow you to create a new campaign with all access vault enabled? Is there some additional functionality I am unaware of, or something I am missing? I'm just really confused about how it all works.
Hello Shahared, Thank you for this inquiry. I have passed it along to the devs to get some additional clarification on this issue. As soon as we have more information, we will let you know.  Thanks!

Hi Shahared, that messaging is usually helpful as it's on our officially produced modules. However, it looks like it's also being included on Compendium Expansions without games, which isn't relevant! I've made a ticket to allow us to remove that where it's not necessary. Thank you for the report!
