Rolling 1d20s

Every time we roll our GM hit high teens almost all the time. He had 2 20s in a row. Our rolls tend to be below 10 for almost every roll we do.

This isn't really a bug, it's just a run of 'good luck' for the GM... and bad luck for the players. The quantum roller is technically more random than physical dice but humans love to spot a pattern, especially when it is working for/against them. Take heart, you aren't the only ones cursed by the digital dice Gods, but they are fickle and things will change in due course, likely without you even noticing. If in doubt, pop this in the chat: [[99d20]] Hover over the result and see if any of them are over 10... if you are still worried, do the above around 100,000 times to get a reasonable sample size in order to confirm shenanigans :)

We humans don't have an good intuitive sense of randomness, and you have likely just had a streak of "bad luck", which is actually pretty likely to happen to some people considering the number of dice rolled daily. Numberphile have and okay video demonstrating our faulty intuition about randomness. Another way too look at randomness and large numbers, is that if you play a lottery, you're unlikely to win, but if you and thousand of people play the lottery daily, several people are bound to win from time to time, and it's even fairly likely that someone is going to win more than one. This is a case of Law of Averages/Law of Large Numbers at play.
