To Front / To Back Not Working on Player Tokens

Specifically, tokens on the Object & Tokens layer. When I try to send an object To Front so it appears over the players' tokens denoting it's overhead (for example, a Draw Shape rectangle denoting a birdcage right above them they're meant to interact with) neither the Draw Shape object nor the player tokens actually move To Front or To Back; the player tokens are always on top no matter what. I thought maybe it was simply an interaction issue with the drawn shape and the tokens being different types of objects or something, but it happens with other tokens, too. I tried to put Tiny creatures in the same square as a player token but the Tiny creature token gets lost under the player token. Is there a setting I'm missing that would stop this?
EDIT: I found a workaround thanks to a friend's suggestion. It's a bit annoying but maybe it will help someone else with the same issue? I had to add the Birdcage as a character, give it a picture to represent it, then on the Edit Tokens tab, I set it to "Represents Birdcage." I could then move it to front, overlapping the player tokens.

When they did some changes to Advanced Fog of War early this year, they changed the way that tokens interact in the z-layer. Controlled tokens are always on top.
