Unable to Stack PC Tokens on top of NPC Tokens

Mildly experienced Roll20 User here. This problem is occurring in a game that I am running as the GM, although the game's creator is a different User. The game's system is D&D 5th Edition and I am using the 5th Edition OGL by Roll20 Character Sheets. My OS is Windows 10, and I'm using a Mozilla Firefox 70.0 browser without Add-Ons or Extensions. I am not sure if the problem has anything to do with those conditions, but this info's posted just in case it does. Problem: It seems that I am unable to stack any PC Token on top of any NPC Token. I discovered this while attempting to adjust the "To Back" and "To Front" settings options for PC and NPC tokens. I was on the Objects & Token Layer, testing out Mounts for my players' characters. The difference between the PC and NPC tokens was that the PC Tokens were attached to their character sheets with normal PC settings, and the NPC Tokens were attached to their character sheets with the NPC boxes checked. Additionally, the PC Tokens matched their sheet's HP, Speed, and AC values, while NPC Tokens were unmatched (Mook settings). Almost every stat value in those sheets were filled in. "To Back" and "To Front" stacking still works among tokens of the same category. In other words, I can stack a PC token on top of another PC token, or an NPC token on top of another NPC token. The following table shows the results of my stacking attempts between tokens with similar and different settings. In this case, to "Stack" means to place a token under or over another token. I've done this twice now, nothing's changed. If this is a bug, I hope it gets fixed soon even if the issue may be minor. It would allow my player(s) to select a character token on the grid while the PC rides their horse, without having to drag the horse's token away first because it's sitting on top of their PC's.
It's a feature so that tokens you control don't get buried under other peoples tokens.

Apparently once I uncheck "Has Sight" from the NPC mounts (with assigned sheets), stacking other tokens on top of them works again. I think the problem is resolved.
