i have a pro membership and i have the API i put it in the script but the sandbox hasn't started because it has been "spinning new sandbox" for a while and hasn't started

Do you have the game active in another tab/window while looking at the api console?  It won't actually start up unless your game is actually running with someone logged in.

Yes, you need to have at least one player in the game (usually the GM) for the script sandbox to spin up.
