Depending on the size and any potential effort to covert it to a usable state, you can just upload the picture to the VTT and use it as a map. If the image needs editing first, you'll need to do that in an external image editing programme. You'll also want to make sure it is the correct size/format (for a free user, <5mb and jpg/png/gif)
